Preheat the oven to 425°. Spray a 9 x 13 baking dish with PAM and pour melted butter in. Mix flour and seasonings. Dredge the chicken in the flour mixture, then place in the dish. Bake for 35 minutes, flip the chicken and bake an additional 30 more minutes.
Preheat oven to 350° F. Place a piece of aluminum foil on a baking sheet. Take 1 clove of garlic, cut off the tip of it, and place on the foil. Drizzle with a little bit of olive oil. Wrap foil up and around the garlic clove. Bake 15-20 minutes. Remove and cool.
Squeeze roasted garlic and smash it up; mix with mayonnaise to create a garlic aioli.
Slice a hoagie in half and place cut sides down on a baking sheet. Place in a 400° F oven for about 7 minutes, until lightly toasted.
Smear a thin layer of the garlic aioli on each slice of bread. Layer chicken slices on 1 side. Layer Swiss cheese over the chicken. Place in the still hot (from toasting the bread) oven until the cheese has melted. Remove from oven and lay a fine layer of arugula on top of the melted cheese. Put the empty sandwich half on top of the other. Cut in half and serve!
